If before, people were having reservations about moving OUT of highsec and into lowsec and 0.0, now this is the big one that makes a lot of OTHER people come back to highsec.
Seriously, can ANYBODY give me a good reason why I should EVER bother getting out of highsec now ? I seldom exited highsec before, but now it's basically pointless !
Mining ? No thanks, lowsec ore isn't worth much over Veldspar, and too much trouble bothering with 0.0... I'll just sit in a cargo-expadnded Hulk and check every 15 minutes. Or, heck, why even bother with mining when mission loot refines so nicely into all those nice "rare" minerals ? Heck, even morphite from the drone missions, why bother venturing out in the deep 0.0 for it ? AND you also get cash, not just minerals. Ratting and pirate implants ? Why bother ratting if L4 missions offer a greater target density ? Pirate implants... other than crystals, who the hell cares ? And those providing crystal implants are quite nicely settled over there, the supply is only going to keep increasing. Play in a player corp ? Hmmm... what's the point ? solo L4 highsec missions are more than you could ever want ! And with no threat of war, and with the increased cost to get suicide-ganked, let's just pimp our ships to hell and back !
Seriously, does any of "risk and reward" or "we plan to improve lowsec and 0.0 to draw more people out there" ring a bell ? Because right now I only hear "we're buffing up highsec so good that nobody will ever want to leave it again" !

Easy solutions: Make low sec/0.0 more profitable and enjoyable. 1) Bring back static level 3 and or 4 complexes in low sec. I used to go into low sec just to run these with a small group. Now I 'may' be able to find one via exploration...then run back and get a ship that'll run it...then get back in time to have it already completed by someone else...argh...and damn half my group had to leave by that point. 2) Greater reward to low sec mission running, I'm talking at least +25% in LP & rewards for missions that take place (not just originate) in low sec. 3)Easier and more profitable POS options. a)Seed more good moons and make harvesting them easier for small corps. b)Allow structures such as 'Solar Harvesters' to be attached to a POS in low sec that reduce POS fuel requirements there. c)Create items besides a moon that can be scanned down to attach a mini POS to exploit (Mining outpost attached to a Giant veldspar roid, Research center in a gas cloud, etc. 4)More frequent 'lesser' faction spawns in low sec. Including regular faction spawns in low sec ship scanable spawns. (A regular supply of faction ammo from ratting low sec/0.0 would be a start.) 5)More and larger astroids of all types to mine. Make mining low sec more efficient not just because of 'rare ore' but because that Veldspar roid has 500K veldspar...I could mine that single roid all day. 6) Make exploration FAR more attractive in low sec/0.0. Every complex you manage to scan down should have an interesting reward. Right now some of the 1/10 and 2/10 static complexes give better loot than low sec exploration sites...
Basically don't nerf High Sec, just make low sec more attractive and make it easier to find/exploit those features. There needs to be more (and more apparent) things in low sec that you just plain can't get in high sec...yet people should still be able to do 'ok' playing it 'safe' in high sec.
